Minutes of the January 22, 2007 meeting, were sent via email for review and approval.After feedback was provided to make a couple of minor corrections, a motion to accept the minutes of the last meeting was made by Roxanne Robertson and seconded by Phil LeVasseur.The motion passed to accept the minutes as amended with 22 yes votes and no abstentions.

Chairman, Bob Fritzsche, provided the committee with an update on the status of some of the Z540 series standards.Bob stated that Z540.3 was published last August and is available from the NCSLI web site.Bob stated that Z540.1 was withdrawn this month (August 2007).And that Z540.2 was reaffirmed and is valid until 2012.Craig Gulka, stated thatANSI has asked if this committee is interested in sponsoring the VIM for adoption as an American National Standard.Roxanne Robertson stated that the VIM will be available for download, at no cost, from the BIPM website so there is no compelling reason to adopt it as an American National Standard.The general consensus was that this committee is not interested in sponsoring the VIM for adoption as an American National Standard.Follow on discussion included definitions of terms used in the
US and/or NCSLI that are not defined in the VIM.The NCSLI Glossary Committee would address terms, outside the scope of the VIM, that are used.Bob Fritzsche announced that he was contacted by the Auto Industry Action Group (AIAG) about adoption, as an NCSLI/ANSI standard, of a document they have developed.The document is called the QMD, Quality Measurement Data.Craig Gulka stated that ANSI would be a good place to direct this inquiry from AIAG.Bob Fritzsche stated that a Z540.3 handbook is currently under development by the 171 committee chaired by Steve Doty.The 171 Committee met yesterday, July 29, 2007, and is making tremendous progress.Del Caldwell provided the committee with an update on the progress towards developing the handbook.This committee’s goal is to complete the review in December 2007 and to publish the handbook early to mid 2008.Roxanne Robertson made the suggestion that a statement be placed in the handbook clearly stating that Z540.3 is not a laboratory accreditation document, as agreed to earlier in the development of the Z540.3 standard (audio file time stamp – 53:12).Considerable discussion followed about the appropriateness of including this statement in the handbook.Chet Franklin, Chairman of the 171 Committee (Handbook Committee), expressed the opinion that a statement in the handbook would be appropriate, providing the 174 Committee issued instructions to do so.Jesse Morse confirmed that it was agreed, by the 174 Committee, that Z540.3 was not part of the laboratory accreditation process.Bob Fritzsche stated that a statement needs to be developed by the 174 Committee for inclusion in the handbook or as a NCSLI Position Statement and posted on the NCSLI website.Roxanne stated that either solution would be acceptable to her.Jesse stated that any position statement must be approved by the NCSLI Board.Chet Franklin moved that “the 174 Committee to develop a statement for the application of Z540.3 (to laboratory accreditation)”.After development, the statement will be sent to the committee for vote, and then, if approved, presented to the NCSLI Board for approval and, after approval, published(audio file time stamp – 1:17:50).The motion, made by Chet Franklin, was seconded by Roxanne Robertson.The motion carried with 18 yes votes, 3 no votes & 3 abstentions.Chet Franklin, Roxanne Robertson and Doug Sugg volunteered to draft the statement.New Business:audio file time stamp – 1:36:45Craig Gulka asked for volunteers to work on some news releases.Bob Fritzsche volunteered and Dilip Shah was mentioned as a possible helper as well.NASA has asked for interpretive guidance on Z540.3, sections 5.3B and 3.11.Bob Fritzsche will respond to the NASA request.Adjournment:audio file time stamp – 1:45:27
